What role should the government play in disaster relief?

I think the government’s primary role is to coordinate relief efforts. Sure, they have some capabilities that private charities don’t have — they can helicopter in relief supplies and call in the Guard. But the first line of relief should be relief organizations like the Red Cross. The government should support them, coordinate with them, and be prepared to back them up in case their best efforts fall short.

Why are hurricanes potentially dangerous to coastal areas?
I have a project on hurricanes and I cant seem to find a good educated answer to this one. 10 Points. Oh and it needs to be an 8th grade level answer!
Hurricanes form over water and loose power when they reach land. That means that coastal areas will receive the worst winds. The biggest danger from a hurricane is usually what they call storm surges where the low pressure of the storm raises sea levels and the large waves can then move inland and destroy buildings.

Why is there a bigger fuss surrounding the Haiti earthquake than for the Chinese earthquake?
It seems like it’s constantly being covered on cnn and other news sources. Back when the Chinese earthquake hit, there wasn’t as much hubbub generated. But the death toll for the Chinese quake was 90,000 or something, very close to Haiti’s.
So…. what’s with the double standard?
The answer is complex, but here are a few key points-
1) China is still a very closed repressive society which doesn’t allow "inner problems" to be aired on the world stage by foreign journalists. Kind of hard to cover a story without access.
2) China refused all foreign offers of help.
3) China is the most populated nation on the planet, and one of the richest. They have the means to address disasters themselves on a scale unthinkable in Haiti.
4) Haiti is in our "backyard". Its human nature to focus on that which is closest to us.

Is it true that animals can predict natural disasters?
Does animals know that natural disasters is coming even before it happened? Please give me example and explaination to your answer.

Many animals have more sensitive senses, such as hearing or smelling. They can hear or perceive vibrations, or changes in nature or the weather in a more wide scale than humans or even instruments.
There are many examples of this fact. The closest one I can mention is my dogs *knowing* that there’s someone at the door or that my husband is arriving in our house on his car even before we can hear anything. The same applies to earthquakes, for instance. They feel the unusual vibration, they hear the rumble and they start barking in alert.
It is also known that many wild animals can perceive changes in the air humidity, that could lead them to anticipate a storm; or a sudden change in the landscape or natural sounds of the environment, which led many animals to flee right before the tsunami in Thailand 2 years ago.
Nature is fascinating and animals are an amazing part of it, so much wiser and better fit than us, their naked two – legged relatives.

Hurricane Ivan

This chapter from our 2004 DVD captures powerful hurricane Ivan as we observed it in Gulf Shores, Alabama. The back story is that we had taken our Green Isuzu Rodeo, the first “chase vehicle” of ours, and turned it in to a bright yellow un-manned drone. The idea was to put it in a big hurricane, loaded with weather instruments and cameras, and allow it to record the worst while we went somewhere far safer. The Isuszu has been through many hurricanes and tropical storms in its six years of use but Ivan would be its last mission. The project was a success and led to our work in subsquent years in hurricanes such as Katrina, Rita, Wilma and Ike.
